guess we have to wait for google to update their SDK page.
The GUI editor has been available in IntelliJ IDEA for a while you can get the community edition if you are eager to try it. Of course it doesn't come with all the bells and whistles Google added.
To be honest I'm surprised it took them this long to provide a decent IDE with a GUI designer.
