I think he will veto it to assert his dominance when his threats to veto are not taken to heart. That or he was bluffing again.

His threats to veto it guaranteed that the Republicans would all line up behind it.

So we've got the people who've been saying they're libertarians and he's a socialist tyrant for years, and they're determined to give him and the federal government more power. Because he doesn't want it.

The last full-term President with fewer vetoes was a member of the Whig party.
To be fair, these has been the most unproductive congresses since the 1940s, so take your statistic with a grain of salt.
