Unless Microsoft is prepared to invest a lot of money and time in preserving backwards compatibility with existing Windows applications, I can't see it being met with anything but resistance.

Throw Windows 8 in a VM and establish a transitional API. Apple wrote this book over a decade ago.

It's still pointless though. I don't think the kernel is Windows' biggest problem, or even necessarily a problem.
