Assuming he has the ability to do that and hasn't just sent all the code to his client.

If he has been able to change the page source, he should probably be able to remove it.
I guess it depends if the developer was also responsible for hosting the site as opposed to just sending a .zip with .html files in it.
I don't think he has access to the actual website. There's no link to channelsource.org from channelsource.biz.
