I don't understand. Why "reading sequentially from hard disk" is getting faster? Is 2012's 5400 rpm different from 2002's 5400 rpm?!

As the linear bit density increases, the read rate must increase for a constant RPM and platter size.
Yes, the density is much higher, the time for a given number of bytes to pass under the head is declining.
Yes, and also 3600rpm was typical into the 1990s.
