Are you saying that if it weren't for such an encampment, homeless people wouldn't be keeping warm, shooting up, and relieving themselves? I don't see how that can be the case. It seems to me that what you are pointing out is that encampments make these events more visible by containing them in one place, rather than them being diffused throughout the city.
