My problem with the part about housing is that DHH acts as if cities have enough shelters to accommodate everyone and these 'gypsies' are refusing to go there. I don't buy that for a second.
I don't know about Copenhagen, but in US a significant fraction of the homeless population openly rejects various shelter and housing opportunities because those usually come with extra requirements for sobriety and commitments to addiction treatments. So yeah, there's definitely people who just refuse to go.
Then there's also mentally ill people who operate in the grey zone of law — clearly too mentally ill to be prosecuted for their crimes (or haven't committed any crimes yet), can't be held in prison, but also too unstable and violent to be admitted to shelters with other, mostly normal disadvantaged people.
