Marin County (immediately north of San Francisco) has had a billboard ban since 1935:

Vermont, Maine, Hawaii, and Alaska completely ban billboard advertising.

Oregon, California, and Washington strongly regulate practices.

Alcohol and gambling are regulated, tobacco billboards are entirely prohibited in the US.
