I wonder the same thing. It could be that getting transition grid interconnects and redundant fiber paths is much faster in more suburban areas vs rural areas.

A lot of the big companies are massively allergic to building infrastructure, even when they get government grants to do it. Look at how badly the broadband rollout was bungled. Shot their own foot at this point.
When I was at Google they arranged to have this stuff built out. But it took a few years each time.
