Already happens in NZ, we got a few years grace, but now we pay the same as diesel vehicles up to 3.5T weight NZ$76/1000KM (US 7 cents/mile), and NZ$38 for plug in hybrids. I don't personally mind paying so long as it does go on maintaining the roads.

For context: Currently NZ roads are significantly funded from excise taxes on petrol - about USD1.55 per gallon (making a gallon about USD6.20 including government 15% sales tax).

Strangely in NZ currently the taxation per km is more for electric vehicles than for small efficient petrol cars. However it seems our government wants to move away from fuel excise taxes and charge all vehicles on a per kilometer usage basis so electric cars are just leading the charge.
