It does if you're on tribal land–that's generally held to ber sovereign territory by U.S. law (at least for commercial disputes). But if you're an American outside tribal land, and are not an Indian, I believe you're right. (Counterpoint, sort of: Adoptive Couple v. Baby Girl [1].)

This is family law though. That's different. The op said he was defrauded which is criminal.

If both perp and victim are indian then the tribal courts can handle a criminal case

But if one is not then it's an automatic federal jurisdiction I believe
