Formally you're correct. Cudos to France. I think there are also a number of invesitgations started in other european countries. Like Norway or something.

In practice majority of people from the list are americans. The released documents are created by the parts of the american government (we did not see what other organisations know/have) which is literally responsible for enforcing the law. It even have "justice" in their title "Department of Justice". And this is only the visible to us part. They have way more info than they showed... So yeah, no justice is not on the menu today from USA's government.
