To achieve this level of total surveillance it would trillions and trillions of dollars to be invested in a massive roll out of data centers. I just dont see it happening.
10-15 Years ago it was a was a really fun limited Comic series by Brian K. Vaughan, Marcos Martin and Muntsa Vicente, called The Private Eye. About a world where the Cloud had Burst, and leaked 100% of everyones information, leading to an internet less society where eveyone goes around wearing disguises.
