Its ok for some thing but the lag is simply too much for popular genres of games.

If cloud means AWS then probably, but I think the serious cloud gaming people are generally trying to get you connected by fiber to a data center in the same city.
Even the best case scenarios are not great on latency. The whole display > input > transmit > render > encode > transmit > decode > display pipeline.

There is the idea of predictive rendering but that would involve a lot more rendering power, bandwidth and a tight integration with the base engine.
