Party, yes. Leader, No. Individual representative, No.

And, of course, not everyone in the Israeli-occupied territories has suffrage.

If your objections are that parties are elected rather than leaders, and that non-israelis can't vote, it sounds like you are straining very hard to deny that israel is a democracy.
