They commented upthread that they actually
enabled
it for the two states that legally require it.

That was harder than enabling it for all states. They went out of their way to ensure that users from 48 states could not cancel.

Actually they went out of their way to make sure someone in California could cancel (a lot of work) online. They only restricted use of the feature to a subset
