Europe should think slightly father ahead and invest heavily into heat pumps.

In the Nordic’s heap pumps are very common, approximately 48, 52 and 63 % of households in Sweden, Finland and Norway have heat pumps installed. [1]

Large majority of ACs sold in the EU are air-to-air heat pumps.
It's already very common, you virtually always need one to pass energy source regulations for new builds, that or solar panels to offset fossil energy on paper.
