The regulation of cars exists mostly to extract rent from you rather than keep you safe in the USA. I don’t personally know a single person who has failed to obtain a drivers license. Get into a hit and run and there’s almost no chance anyone finds who did it. There’s a near 100% chance the person that did it paid the registration fee for their car though, paid to get it inspected, paid to renew their license with no exam, etc. |
