ESO is not an EU agency. They don't write anything about regularisation.

And government agency is a part of the government. The ESO is not part of the government.

If they say: "We shouldn't mess up the sky", it's the same as if CERN says: "We shouldn't eat anti matter."

It's foremost a warning.
