It's arguably a good strategy to make mountains out of mole hills from their perspective. It drains the regulators' finite resources on relatively trivial matters, and I think it goes without saying there are less trivial and more egregious exploits continuing, more unchecked now as a result. TL;DR distract the enemy with resource sinks |
