It's a conservative phrase that's been carefully crafted to look like one of of those "should we consider feminist/indigenous/nonwhite perspectives" pieces of discourse, except in this case it means "people who have been proven wrong or have no real evidence". While this can be the case, in my experience nerves are always attached to self-image. This means one can hit a nerve not only by saying the emperor has no clothes, but also with actual defamation.
