The Brazilian government keeps the crime contained to specific areas, where it gets extremely bad. In the US, a generalized lack of enforcement means small amounts of nuisance crime spread around.

There is a difference between being a tourist somewhere and actually living there.

Being a tourist in SF is probably way worse than being a resident that knows what to avoid doing and where to avoid going.
