I believe so? It connects to Internet, as long as you have a physical presence in a datacenter that is connected to one of their partners.

So you connect AWS to Oracle and connect Oracle to some colo and have a server at that colo and get internet access there and then you're done?

Probably still cheaper than AWS egress

No, they support direct interconnect: https://aws.amazon.com/interconnect/lastmile/

So you just need to be present in one of their DCs.
