To be clear, this is not a law. It's a subtle and important distinction. Laws are passed by Congress. This was an order from the Executive Branch. It's meant to be used in a moment of crisis, as a temporary solution that gives Congress enough time to create a law that can persist into the future. All of that to say, we don't know who gets to decide what LLM-services can be exported or not. We're in a curious moment where the traditional norms and customs that guided the US democratic for the past 50+ years don't function as intended. So, idk (and neither does anyone else) |
