Bit of a storm in a teacup. The article indicts that they knew it was likely to be a target and removed all personnel from it as it wasn't needed.

Isn't that even worse? They even knew they couldn't protect their high value asset? As the article states, this center has been around for a long time and seen plenty of wars. But this time was different.
Make it look weak to draw fire away from higher value targets?
How is it high-value if it wasn’t used?
