I’m not sure I understand you here. My thinking is that every key on a keyboard is in use, ruling out picking even one key, much less three, and same goes for chords. Capslock is a very low value key so hijacking it seems least bad?

No, keys can have multiple uses, so nothing is ruled out. For example, you can have a short or double tap of the left Control to do something without the negative effect of affecting your Ctrl+X combos. So no hijacking, but a peaceful coexistence Caps is low in value, but also low in convenience
