I think part of it is the new style of desktop/shell itself just hasn't yet had enough time to mature.

I think a huge part of it is that unity is burning trash and the people behind it either don't have any idea what they're doing, or are suffering from the sunk cost fallacy.

Unfortunately after the amazon adware fiasco, I'm starting to lean on the former.
