The context was China, not generic non citizen. I could have said Chinese citizens but that sounds wordy and awkward. Meh you can’t win.

If you can’t train a 1500+ SAT and instead need to import non citizens to fill your jobs you have failed as a society.

1500 SAT is not very meaningful. I'm a top-1% scorer on similar type of thing and it's not a strong indication.

If they had a CS degree, and were generally decent communicators and 'responsible actors' ... and could not get a job - now that's a problem.
