It's in the format of an "IETF Draft" and has been uploaded on the IETF datatracker web form as an individual submission. It doesn't even name a working group it's targeting for adoption.

I think lying by omission is a bit, of a stretch, how about "hey you may want to submit as a group."

You can't "submit as a group".

You can request working group adoption, at which point the WG will review your document and form a consensus.
