Interesting. Where I live, the "hooligan" e-bikes are primarily owned and operated by groups of older retirees who refuse to separate themselves from pedestrians. When one mixes the two, any speed is dangerous.

In San Jose it’s mostly kids on serious e-bikes doing wheelies. and it’s probably not entirely safe, but does look fun
