Has he mentioned anywhere what the motivation is?

I presume he feels Hacker News is over crowded, with several posts a day getting more then one comment.
If you scroll his posts a bit you'll have idea why

Meanwhile, it's been on the homepage for hours. That's a strange, kneejerk tweet. I didn't realize he was so impatient (or so vain) to care about a 17-minute old submission not being on the front page.

He is right about moderation part, it is among the weirdest ones. I argued with some farmers from Nebraska and was put on rate-limiting which makes the site virtually impossible to use. I inquired about it and was given a canned response about my comment’s content etc. Then I go back to the website after reading those comments and think to myself “well 99.97% of users on here must be also rate-limited” :)
Yeah I agree it would be better if it was not associated with a company but the reaction seems a bit overkill in that case
