It is not used on the US site which does not feature the statement.

If it did I might agree with you, but in the current state of affairs it looks really fishy.

But the resize is used on apple.de, apple.co.jp, apple.ca, and a lot of othe country-specific sites, none of which display the statement.

The US site has the iPad 4 featured on the homepage. All the other sites have the iPad mini featured. I'm pretty sure that once the other countries switch to the iPad 4 feature, the script will disappear as well.
