It did work. There's wayyyyyy fewer lose plastic caps littering the streets now.

There's more than one aspect to the environment. Plastic pollution and global warming are two separate concerns with separate ways of dealing with them.

Caps attached is to keep litter down. Plastic needs to stop being manufactured, recycling plastic is not effective and not green.
