The author spent decades researching economic systems, their structure and impact on public health. This was in the works for years now.
It's not something out of the blue if you commented under that impression.
This paper is assuming people are inherently good.
Similar to socialism, failed to take into accont people are also selfish, will lie or divert community goals towards their own personal benefit over others. Also ignores/discards competition, calling it "duplication" but in reality that is a strong driver for innovation and quick iteration.
