Nonsense. The owner almost certainly doesn't want someone's "art" to adorn his wall, and will then have to pay to restore the wall to its desired condition. That is material harm done to the building owner.

Yes, and if I don't like that someone left a fridge outside on the kerb for $20, I have to pay someone to remove the fridge. That doesn't mean my rights were infringed upon.
The kerb is your town's property, no? Why are you paying?
