yt-dlp is easily detected by Google and constantly getting itself blocked. It's allowed to the extent that they don't care about low level scraping. Look at their known issues: https://github.com/yt-dlp/yt-dlp/issues/3766 YouTube blocks are listed in a section titled "Intractable issues". |
