GitHub pull request suggestions escape repository context

Possibly related to the ongoing GitHub service disruption [1], the suggestions displayed when typing an issue/pull request number are from unknown repositories, not just the repository in which I'm creating the pull request [2]. In this case I was expecting exactly one suggestion and got back 1000 [3]. Is anyone else experiencing this?
