Is the swing toward lower-end chips appreciably caused by the Trump administration (tariffs, push for a return of U.S. manufacturing, Apple's kowtowing to Trump (e.g., pressure to "kiss the ring" / Tim Apple's golden present to the president), etc.)?

Asking out of genuine curiosity because I know very little about chip manufacturing and Apple's internal processes and politics.
