It was a personal project by ex-Microsoft CTO Nathan Myhrvold, a guy who spends insane amount of money for weird/fun projects. In 2010 he gave a TED Talk about a laser that could kill mosquitoes and therefore "end malaria". AFAIK, the project never worked properly, and it has been dead for a while now.
