Biobeads are not a natural phenomenon; they are produced for and used by water treatment plants and therefore it's the responsibility of their owners to ensure that they don't leak into the ocean where they don't belong. This type of legislation is in the same line as the USA's Clean Water Act; don't shit where you eat/live. |
