It's not as conscious as that, its an emergent outcome of the snake pit. Engineers have to spend an inordinate amount of time on "managing up", which means they have very little time and attention to do what would otherwise be a reasonable workload. Additionally, good engineers hate and despise this so it contributes a lot to the burnout. |
