How flammable are cellulose products? Would that be a concern for this sort of packaging?

Well, given that almost all products are (currently) ultimately containerized in cardboard, I'd say not much changes. From bags of apples in fruit boxes to your hamburger in plasticized paper, inside a pure paper bag, it's all flammable.
