Red hat is not the only one working on Xorg. There is a former Sun Microsystems employee at Oracle still working on it:

Xorg will continue to exist even if Redhat pulls out, but Redhat needs it for XWayland indefinitely.

Toolkits and applications will delete their X code paths. Eventually, Red Hat will remove Xwayland too.
