I don't think you understand what propaganda is. Propaganda wouldn't be a movie in which the villain is the government of the country that the main hero also belongs to, and remains with at the conclusion of the movie. OTOH, the trope of the hero's government being the villain is very much a trope in the conspiracy thriller genre, which has been around for more than 50 years. |
