Why would the historically fascist country, one that has spent untold fortunes suppressing communism globally, magically become communist?

Because one dude that only cares about himself took the money from another communist dictator. There is no difference between fascism and communism in implementation; they are both dictatorships with little to no difference in the everyday life of people.
