How do you make something "33 times smaller"? Maybe break it down, starting with making something 1 time smaller, then 2 times smaller, and we can see where it goes.

2x smaller is 50%, 3x smaller is 33%, etc
It's an extremely common phrase

It means the same size, you wouldn't say that

How can it mean that? "1x smaller" has a very clear meaning - the thing is one time smaller than it's current size, or zero.
