Flash is proprietary(#), so nobody bothered. When I contributed to Ruffle I think buying a second hand Adobe Flash Professional CS 6 was the recommended way. Also some subscriptions that you can buy from Adobe cover producing Flash format. (#)Some exclusions exist which made Ruffle possible (for example https://github.com/adobe/avmplus is open sourced) but it's not like everything is fully open. |
