I really don’t understand lobbying.

Does $400k over 5 years really change a governor’s behavior?

(Have neither love or hate of Newsom besides the horrible hairstyle)

Surely there is some sort of longer term play after office?!?

Otherwise the 1 million affected people could donate $10 each and control their destiny?

Most voters don’t understand this issue and thus don’t care about it, so the IOUs don’t have to spend that much to sway things. There’s also a lot of corruption and incompetence at the CPUC, including a revolving door to/from industry.
