They aren't exactly imposing a condition on an order from a judge. They are promising not to appeal if their conditions are met. Strictly speaking, it would only be imposing a condition on an order from a judge if they had exhausted all of their appeals and just said "Drop all the other charges or we won't pay you." In that scenario, it would clearly be illegal. |
