That's to stop children from accessing it while this stops anyone from doing so. The two aren't equivalent.

I'm not sure I understand you. For example in Norway, alcohol is forbidden for everyone at specific times (https://www.thenorwegianstandard.com/article/alcohol-in-norw...). Which "stops anyone from doing so".
